Mental Health & Burnout (Lorna Breen-style supports)
• Grant programs for peer support, counseling, and resilience.
• Predictable scheduling, rest breaks, and limits on forced overtime.
• Remove stigmas: protect licensure from disclosures of treatment.
Workplace Violence Prevention
• Comprehensive prevention plans, training, and incident reporting.
• Whistleblower and survivor protections; post-incident supports.

Safe Staffing Standards
• Minimum nurse-to-patient ratios or enforceable staffing plans per shift.
