United for Safe Staffing, Respect, and a Sustainable Future

Nurse Mosaic is rallying staff, agency, travel, and independent nurses behind a focused 2026–27 policy agenda. Together, we can reshape our working conditions and the care our patients receive.

Safe Staffing Saves Lives

Enforceable staffing standards reduce burnout and improve outcomes for patients across every setting.

Protect Nurse Well-Being

Mental health supports, predictable scheduling, and rest breaks keep nurses in the profession.

Fairness & Accountability

Transparent data and enforceable rules ensure hospitals meet obligations to patients and staff.

2026–2027 Legislative Priorities

We’re centering practical, high-impact laws that protect patients and keep nurses in the workforce.

Mental Health & Burnout (Lorna Breen-style supports)

• Grant programs for peer support, counseling, and resilience. • Predictable scheduling, rest breaks, and limits on forced overtime. • Remove stigmas: protect licensure from disclosures of treatment.

Workplace Violence Prevention

• Comprehensive prevention plans, training, and incident reporting. • Whistleblower and survivor protections; post-incident supports. • OSHA-aligned standards with enforcement funding.

Safe Staffing Standards

• Minimum nurse-to-patient ratios or enforceable staffing plans per shift. • Public reporting, real penalties, and rapid corrective actions. • No retaliation when nurses escalate unsafe staffing.

Workforce & Education (Title VIII, Preceptors)

• Expand Title VIII funding; rural & underserved incentives. • Loan relief for bedside roles; preceptor/clinical faculty tax credits. • Paid transition-to-practice residencies for new grads/returners.

Licensure Portability & Mobility

• Expand eNLC participation; streamline renewals and fees. • Emergency/reserve licensing for surge needs. • Modern telehealth practice rules with interstate reciprocity.

Data Transparency & Accountability

• Publish staffing, turnover, and workplace-violence metrics. • Tie compliance to reimbursement & accreditation. • Independent audits with worker input.
